### Officer's Report

THE APPLICATION SITE AND PROPOSED DEVELOPMENT The application site comprises land located on the northern side of Old Castletown Road in the Port Soderick area of Braddan. The proposed development comprises the creation of a vehicular access. PLANNING HISTORY

The application site has not been the subject of any previous planning applications that are considered specifically material to the assessment of this current planning application.

REPRESENTATIONS

The Department of Transport Highways Division do not oppose the planning application. They highlight that whilst under the provisions of PPG13 90 metre visibility splays would normally be required for a 30mph zone in this instance there have been no reported accidents at this location within the last 5 years. They are therefore willing to accept 70 metre visibility splays, as shown within the planning application.

## PLANNING POLICY

In terms of local plan policy, the application site is located within a wider area of land that is designated as open space (agricultural) under the Braddan Parish District Local Plan.

## ASSESSMENT

The planning application seeks approval for the creation of a vehicular access, which would serve an existing residential property contained within the application site.

The proposed access will provide an improved, and therefore safer, access than the existing access onto Old Castletown Road. The impact on the field is relatively minor and concluded to be outweighed by the improvement in highway safety.

It is recommended that the planning application be approved.

## Party Status

The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
