# Design and Planning Statement

This application is for a contemporary extension to a traditional Manx dwelling situated in a secluded countryside location. The attached 'Design Statement' gives the background and history of the existing dwelling, and the evolution of the design following detailed consultations with the Conservation Officer and Planning Officer.

A previous planning application for ‘Approval in Principle’ (Ref: 13/91513/A) was submitted for this site in December 2013, which was advertised in the local press. Following further consideration and advice from the Planning Department the application was withdrawn as a submission for full planning approval was deemed more appropriate.

Prior to withdrawing the original application there had been no objections from the neighbours, and Malew Parish Commissioners had written to say that they had no objections to the proposals.

In submitting the full planning application there has been an opportunity to refine the proposals following further detailed discussions with the Planning Department. This includes a reduction in the proposed floor area; refinement of the elevational treatment and clarification of the proposed finishes.

The contemporary design approach to this scheme has been driven by the Conservation and Planning Departments in the interests of protecting the historical integrity of Grenaby House. The agreed design solution provides modest extensions either side of the existing property, with additional living accommodation provided in a contemporary glazed ‘pavilion’ style extension to the rear of the house. The Design Statement gives full details of the history of the site and the evolution of the design.

Prior to resubmitting the scheme the Highways Department were consulted regarding modifications to the existing site access adjacent to the stone barn. The lane is classified as low usage and there were no objections to the proposed changes to the access subject to additional measures being taken to improve visibility. The recommendations have been incorporated on to the proposed drawings.

A site meeting was held with a representative from DEFA to discuss the proposals and methods of safeguarding the nearby river during construction works. This has enabled the appropriate form for ‘Works within 9m of a watercourse’ to be completed. This will be submitted to DEFA as soon as a planning application number has been obtained.

A detailed measured survey has also been undertaken of the existing site levels and trees. The levels have assisted in the preparation of a statement for flood risk assessment.
