## Peel Golf Club - Proposed Short Term Campsite

### And associated Facilities for TT and Festival of Motorcycling periods 2017

#### Statement to Accompany Planning Application

#### 1.00 The Site

The site is an area within the confines of Peel golf club, that is usually designated as the practice field. It is accessed from the main Club house and car parking areas of the club via a route across the fairway of the first hole of the Golf Course.

#### 2.00 The Proposal

The proposal is to apply for the change of use from the usual use of practice field, to that of an area that tents of varying sizes can be pre-pitched to accommodate visitors to the TT and Festival of Motorcycling events. The period of this use would be for the practice and race periods of each event, with setting up and dismantling time, before and after as required. This would be envisaged as no more than 5 days before and afterward.

The access for this area is to utilise the existing access route across the first fairway.

For the period of the camping, plus the setting up and dismantling time, the tee for the first hole will be moved to create a safe route for visitors / campsite occupants.

#### 3.00 Car / Motorbike Parking

The club has substantial parking available directly adjacent the club house in the designated car park. The club's use is generally reduced during the TT and Festival of Motorcycling periods, thus has fewer members in attendance, which will leave more space available for visitors. It is anticipated that the existing car park will provide sufficient parking.

In addition, there is an area that is often used by the club as overspill car parking, identified on the plan - the practice putting area. This generally occurs when there is a large club event or competition. This area can be similarly uses if required for the parking of visiting vehicles.

It should be noted that it is recognised many visitors who use the pre-pitched tents at the temporary campsites arrive as foot passengers and use the local bus services. There are several bus stops on the main roads adjacent with good services as identified on the accompanying information sheet from Bus Vannin in Appendix A.

## 4.00 Consultations

Pre-application consultations have been held by the Golf club with its members, the residents near the club, and specifically the residents that will be directly affected on Reast Lane.

Additionally, discussions have been held with the Highways services division of the Department of Infrastructure who welcomed the proposal to include a traffic management plan.

It is recognised that the TT and Festival of Motorcycling bring with it increasing numbers of visitors and thus traffic. As stated some of the visitors will be foot passengers using public transport, but others will of course have vehicles be it Motorcycles or other vehicles.
A traffic management is included showing temporary arrangements for the assistance of visitors and to minimise the impact on the residents. During the discussions with the traffic engineer of the highways division, it was suggested that an "informal" approach was taken with a suggested one way system to the main access points. The intention is to encourage the traffic to behave in a controlled manner, thus reducing risk and promoting safety for all users.

#### 5.00 Associated facilities.

Included in the application is the provision of fencing - to identify the area clearly, and temporary sanitary facilities. These are scheduled in Appendix B and will be in place for the duration of the camp site usage period, being removed soon after to return the area to its current use. As mentioned the existing club house has facilities which could also be used as required.
The club house also can provide refreshments, snacks, cold and hot meals served in the main building, along with other social facilities in the function room.
It is the intension of the applicant to distribute relevant information about the campsite when bookings are made. This will include details of the facilities, maps and directional information, to assist in the smooth operation of the facility.

#### 5.00 Summary.

The application is for temporary camping on the practice field area of the golf club. Temporary traffic arrangements are proposed to assist access and the existing areas of car parking are to be utilised.
Temporary sanitary facilities are also proposed adjacent the camping area.
