PROPROSED ROOF TOP TERRACE AT THE KIOSK, PEEL BREAKWATER, PEEL

SUPPORTING INFORMATION STATEMENT

The tenant of The Kiosk cafe, Peel Breakwater would like to look into the possibility of extending the external seating area provision associated with the cafe premises. The tenant would like to take advantage of the existing concrete flat roof to provide an enclosed seating area to be used by patrons of the Kiosk during opening hours. The building owners (Estates Shared Services, DOI) have been consulted about the proposals and are happy with the proposals as it will help encourage business and the long-term viability of The Kiosk. The structural integrity of the roof deck has been checked by the Structural Engineer's associated with the original building and they have confirmed it is suitable to accept the additional weight.

At present the Kiosk serves drinks and snacks during daylight hours, seven days a week subject to weather conditions. There is an external seating area in front of The Kiosk building (road level) which is roped off from the main carriageway and also a raised seating area providing views over the castle and out to sea. Picnic style tables have been provided to both areas and during spells of good weather these are regularly full to capacity during peak times (weekends, TT etc). The roof terrace provision should further encourage visitors to Peel thus increasing Business revenue for the Kiosk and ensuring the future use of the building as a cafe.

By incorporating additional seating on the roof deck of The Kiosk, the tenant is aiming to take advantage of the spectacular views from this raised position over the castle, harbour and sunsets. Due to the prominence of the building it was deemed essential that the balustrade surrounding any new roof terrace would be in keeping with the surrounding area and quayside. With that in mind a powder coated, galvanised metal post and balustrade system is proposed, colour to match in with The Kiosk's colour scheme, with a timber handrail along the top edge to mirror a ships rail. The handrail will be fitted at an angle to prevent patrons placing hot drinks on the edge which could potentially spill over onto people below. Also, the whole handrail system has been set back from the roof edge again to reduce the chances of spillage onto the people below. The overall balustrade design is similar to others that can be seen on the island but the timber handrail adds a nautical theme and helps the system blend in with the Peel marina and castle.
