Dear Sirs

RE: Detailed planning application for a replacement dwelling for No.1 Derby Road and the lock up shop at 1a Derby Road, Douglas, Isle of Man

In support of the enclosed planning application, we would provide the following additional information.

### 1. The Site

The site is located at the corner of Derby Square and Derby Road, and is on the North East corner of the Douglas (Windsor Road) Conservation Area. The site is currently occupied by No. 1 Derby Square, a traditionally styled residential property with accommodation over 4 floors, including one floor contained within the roof space, and also the adjoining single story lock up shop, known as No. 1a Derby Square. Both properties are in very poor structural conditions and a structural survey carried out on No.1 Derby Road, by BB Structural Consultants in March 2014, concluded that the building was beyond economic repair and recommended the building be demolished. Neither building is registered. Following consultation with the Building Control Department, who liaised with the Conservation Officer, an Emergency Demolition Direction has been granted and at as of the date of this planning application, the two buildings are scheduled to be demolished, to leave a vacant site. The applicant also owns the adjacent site on which construction has commenced on 2 new town houses, No. 2 and No.4 Derby Square, following demolition of a garage.

### 2. The Proposal

The proposed replacement dwelling will be constructed on the combined site (made up of No. 1 and the lock up shop 1a), and will have accommodation over five floors, including one floor in the roof space. The roof line of the proposed house will include a step down from No.2 Derby Square which is important to maintain the scale and composition of the corner position similar to that of the original dwelling.

The proposed house will be of similar style to the two houses currently under construction at No. 2 and No.4 Derby Square, and also similar to the replacement building for Vine Villa which was recently granted planning permission. The traditional style of the proposed house will incorporate architectural details found elsewhere in Derby Square and the surrounding area, with rendered walls with a parapet to the front, Georgian style proportioned windows, bay windows and decorative mouldings. The windows will be energy efficient, and have conservation style, low maintenance uPVC frames. The pitched roof will be clad in artificial slates. The rear elevation will include a terrace at upper ground floor level with glass guardings.

The new dwelling will be provided with a two car garage (lower ground level) accessed off the rear lane, similar to the arrangement approved for No. 2 and No.4. It should be noted that the existing properties, which are being replaced, do not have any off road car parking so the provision of the garage will be an improvement on the current arrangement and will comply with the requirements of the IOMSP.

### 3. Sustainability

The existing buildings are in a very poor structural condition as confirmed by the structural engineer, and following their demolition, the site will become a brown field site. The site is in a town centre location with good access to public services which are accessible on foot.

The form of construction of the dwelling will be highly energy efficient with highly insulated walls, roof and windows. The floor layouts will result in high levels of natural daylight into habitable spaces limiting the requirement for artificial lighting. The dwelling will be fitted with a highly efficient heating system, a whole house heat recovery ventilation system and WCs with low water use cisterns.

Overall, the energy efficiency of the final dwelling will exceed the standards set out in current Building Regulations.

### 4. Consultation

Favourable consultations have been undertaken with the following departments;

### 5. Conclusion

The existing properties are beyond economic repair and for safety reasons we have sought and been granted an Emergency Demolition Direction.

The proposed dwelling will sit comfortably on the corner plot and will relate well to both Derby Square and Derby Road. The completed dwelling will be a worthy addition to this important part of the conservation area and will provide a handsome family home.

This proposal has been fully considered and, if approved, will be progressed to construction straightaway, concurrent with the construction of No.2 and No.4 Derby Square to minimise disruption to adjoining property owners.
