### Officer's Report

#### The Site

The application site is the curtilage of 22 Finch Road, Douglas which is a semi-detached building used as offices. The building is Registered (Registered Building No. 101).

#### The Proposal

This application seeks approval for the installation of replacement windows to the rear elevation of the building. The existing windows are timber sliding sash with Georgian glazing bars. The proposed windows would replicate the existing windows in terms of material, method of opening and glazing bar pattern but would be double glazed.

#### Planning Status

The application site is located within an area identified as being Predominantly Offices by the Douglas Local Plan Order 1998. Within the Isle of Man Strategic Plan 2007, the following policy is judged to be relevant:

Environment Policy 32:

"Extensions or alterations to a Registered Building which would affect detrimentally its character as a building of special architectural or historic interest will not be permitted."

PLANNING HISTORY There have been no previous planning applications that are considered relevant in the assessment and determination of this application. REPRESENTATIONS

The Highways Division of the Department of Infrastructure has not commented on this application. Douglas Corporation does not object to this application.

## ASSESSMENT

The main issue to be assessed in the determination of this application is whether the proposed windows would affect detrimentally the character of the building which is recognised as being of special interest.

The proposed windows would replicate the existing windows in all respects save for the introduction of double glazing. This is seen to be a benefit in terms of energy conservation and would not cause harm to the character of the building.

RECOMMENDATION

Permit.
