## Planning Requirements:

### The purpose of this application is to:

(A) Gain planning permission to erect a semi-permanent structure (clear span marquee), in the grounds of the Boneyard at Noble's Park, to be utilised for public events, Hop tu naa, Halloween, winter markets, Christmas events between October 2020 and January.
(B) Gain planning permission for a 5-year period, 2020 to 2024

For any events which require the sale of alcohol, they will be subject to an application to the licensing court by an existing license holder for approval of an occasional licence.

For any events requiring music/live bands etc, they will be subject to an application to the licensing court by Switched On Events for approval of a music and dancing licence.

Notifications will be placed in the newspaper when either a music, dancing and alcohol licence application are made, and anyone is entitled to submit an objection to the licensing courts.

For public events, and events where an occasional licence is required, an application to the Department of Home Affairs is also made for the inspection of the marquee and issue of a fire certificate.

If necessary, event forms will be submitted to the Isle of Man Event Safety Group
No changes to existing ground levels are required - the proposal is simply for a demountable marquee to be erected and left in place for a set period, rather than it having to be set up and taken down for each event.

All underground services will be assessed prior to any build - we will contact Manx Utilities who will provide all pipe plans and survey the ground and mark out any areas that have services. In addition, to secure the marquee on concrete, we use 1 m ground stakes which only penetrate the ground by 1 m and therefore should not cause any issue with underground utilities.

We have undertaken many site visits to assess the area and there are no overhead power lines or cables that will be affected by the installation of our structures

### Proposal Overview

Switched On proposes to install a marquee within the Boneyard area of Noble's Park to host events yearly for a 5-year period:. The events would take place between October and December annually, and the number of events held would be subject to uptake.

For the purposes of preparing the site Switched On would require access from the 5th October and would look to leave the area by 18th January, if not earlier.

## Background of Applicant - Switched On Entertainment & Events Ltd

Switched On have been operating as an events company for over 20 years, supplying marquee and auxiliary services to some of the island's largest events, including the Isle of Man TT and Classic TT, the Isle of Man food and drink festival, ice rinks and charity functions, along with organising public events such as Roller Rinks, Hop-Tu-Naa attractions, fairs, fetes, festivals and supplying full event packages to corporate functions, private parties and weddings.

## Event Management Structure

The operational event management team will compromise of experienced representatives from Switched On Entertainment & Events Ltd.

## Event Security

- An on-site 24-hour CCTV system will be installed which will have the facility to record for the full hire period.
- All event staff will be provided with security radios to ensure swift response times and continuous communication throughout the events.
- There will be an on-site mobile unit located within a separate area of the marquee where security personnel will stay overnight (when required), to monitor the marquee and all equipment.
- Security fencing will be erected around the perimeter of the site and secured when the venue is not in operation.
- Any alcohol that will be required for any events will be stored in a secure, lockable container when not being used.
- There will be a designated lost property officer and area within the on-site mobile unit for any belongings that are found during or after the events. Lost property will also be documented.
- There will be a designated area within the on-site mobile unit for any lost children.

## Fire Safety

- All the marquees and linings conform to current fire regulations - certificates will be provided should the proposal be accepted.
- The fire service will receive an application for any fire certificate required and will inspect the marquee prior to any events taking place.
- Should it be necessary to use generators for power, they will be strictly controlled and housed behind secure fencing.
- Any fuels (for generators and heaters), will be stored appropriately and housed behind secure fencing.
- Any refuelling of generators will take place in the open air and away from sources of ignition. Extreme care will be taken to avoid spills and should any spills occur, this will be assessed and documented.

## Electrical Power

There is main power onsite for essential power for safety lights. Extra power will be required for larger events.

- If there is not enough power available, generators will be supplied by Switched On Events.
- All our electrical equipment conforms to regulations and are PAT tested.

### Lighting

- The road on which the entrances are located are lit by lamp posts, which will be sufficient for purpose. All walkways to the marquee will be well lit by event lighting and the marquee structure will also be illuminated.
- There will be emergency flood lighting provided in case of a power cut in case the area needs to be illuminated for access for emergency services etc.
- As we have done for previous years events, we will be using a professional grade sky search light at each event. This will project into the sky at the location as a marker for guests who are attending the events. We will inform the aviation authority, Coastguard, and other emergency services regarding the specialised lighting projection and receive all necessary permission prior to using the equipment.

### Noise Management Policy

We have undertaken similar events in the past without issue concerning noise and we always endeavour to ensure all noise levels are kept to an acceptable level in order to avoid any disturbance for the surrounding houses. Please see details below:

- Sound checks will be made in advance of the event and PA equipment will be programmed to an acceptable level.
- We will have sound level monitors on-site and a sound technician will oversee this equipment to ensure compliance with noise regulations.
- The stage and PA system will be positioned to face away from any nearby public areas.
