Bwoalliecowle is owned by Ballacutchel Farms Limited, being one of four agricultural holdings in their ownership, the others are Ballacutchel (Mount Murray), Corvalley (Braaid) and Vaaish (Staarvey, on the opposite of the road from Bwoalliecowle).

Ballacutchel Farms Limited is owned by Mr Marty Downey and his wife. Mr Downey has recently suffered health problems and has been forced to reduce his farming operation.

Mr and Mrs Downey are also the major shareholders in Island Drainage and Groundworks Limited who currently hold the contract for the setting up, maintenance, removal and storage between events of the safety equipment for the TT and MGP/Festival of Motorcycling. This contract runs until after the 2021 race periods when it falls due for renewal and it is our clients' intention to tender for the renewal of the contract, which would be for a further 5 year period.

With the reduction in the farming operation the shed at Bwoalliecowle has become redundant for housing of cattle/calving purposes and is not required for agricultural machinery/equipment storage or the storage of large bales of hay/straw/haylage for fodder/bedding.

This application is for the use of this shed for the storage of the TT and MGP/Festival of Motorcycling safety equipment for the period/periods for which Mr Downey's company (IDG) holds a contract for its distribution and set up, repair and maintenance during racing, removal, cleaning and storage until the next race period.

This Contract is currently for the period until after the MGP/Festival of Motorcycling in 2021 at which time IDG hope to renew the contract for as further 5 year period.

This equipment consists of Recticels (the large sponge crash barriers), wrapped bales, straw bales, marshal shelters, TT storage boxes (marshal equipment such as brushes and shovels) and sundry fences and signage.

The wrapped bales and straw bales are identical to those that would be stored if there was an agricultural purpose and the recticels are a "modern" replacement for the bales previously at some locations.

The site location is well positioned for easy access to the course at Cronk Y Voddy crossroads, about one mile from the site, or Ballig Bridge.

The site has a large yard fronting the access doors to the building for the loading and unloading of the large vehicles associated with the operation. High activity times for this are early morning from around 5 am and late evening until about 10 pm to allow set up and removal of the equipment to be timed to avoid morning and evening "rush hours" of travel to and from work for residents. The somewhat remote location minimises disturbance with no immediately adjoining residents and is out of the way for, and secure from, any TT fans who may be looking to acquire memorabilia.
