7.1 Overall it is concluded that the planning application fails to accord to the provisions set out in Strategic Policy 1 and General Policy 2 of the Isle of Man Strategic Plan 2007 and therefore it is recommended that the planning application be refused.

By reasons of its siting, scale, and layout the proposed development would not provide an acceptable level of usable external amenity space or general amenity in itself in terms of outlook and would represent an over-development of the site contrary to Strategic Policy 1 and General Policy 2 (b and h) of the Isle of Man Strategic Plan 2007.
