## Officer's Report

### The Application Site

1. The application site is Lloyds TSB, Victory House, Prospect Hill, Douglas.
2. The site is situated on the east side of the hill and forms part of the built frontage facing the street.

### The Proposal

3. The application seeks advertisement consent for replacement signage as part of the corporate re-branding of Lloyds TSB (to Lloyds Bank).
4. The proposed signage includes:
- Internally lit fascia sign to front
- Internally lit hanging site to front
- Replacement signage in the outer foyer (including ATM surround)

### Planning History

5. There are various advertisement consents dating from 1993 to 2009 for new signage at the premises, including illuminated signs.

### Planning Policy

6. The site is zoned for office use in the Douglas Local Plan 1998.
7. General Policy 6 of the Isle of Man Strategic Plan 2007 states:

Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
- (a) are of a high standard of design and materials and relate well to the building and site on which they are to be displayed;

- (b) are in keeping with and do not detract from the surrounding area; and
- (c) are located so as not to cause a highway safety hazard.

## Representations

8. Douglas Corporation - no objection.
9. Highway division - no objection.

### Assessment

10. The proposal is for replacement signage, required as part of the corporate re-branding of the bank.
11. The new signage is considered to be of smart appearance and, whilst largely subjective, arguably a visual improvement over the existing signs. The proposal raises no issues of adverse impact on either public amenity or public safety. It is felt that the proposal accords with relevant policy and that there are no materials reasons for refusing permission.
12. Regarding conditions, it is recommended that a condition be imposed to ensure that the signage, where illuminated, is not illuminated by an intermittent source. This would otherwise appear unsightly and unattractive. The operating hours of other illuminated signage in the area is not controlled and as such it is considered unreasonable to require such controls here.

### Recommendation

13. It is recommended that consent be granted with conditions.

### Party Status

14. The Local Authority, Douglas Corporation, is by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5)(d) granted Interested Party Status.
15. The Highway Division is not an interested party because it is part of the Department of Infrastructure.

C 2. This approval for the installation of replacement signage relates to the application form, site plan and details of proposed signage (two un-numbered drawings) all received on 15 March 2013.
