#### The Site

1.1 The application site is the residential curtilage of an existing terraced dwelling situated on the southern side of Queen Street, the property sit next to a refurbished property - 1, 3 and 5 Queen Street. To the west is 9, Queen Street, a similar terraced two storey property.

1.2 The rear of the property, which is the subject of this application, has a lean-to two storey annex which abuts number 5, and a number of rooflights in the rear pitch. The rear elevation is taller by around 3m than the front, due to the fall in the site from front to rear.

#### The Proposal

2.1 Proposed is the installation of a dormer across the rear pitch, towards the top of the slope and 4m wide: the roof is 5.4m wide.

2.2 The dormer roof will be at the same level at the main ridge of the dwelling.

#### Planning Status And Policy

3.1 The site lies within an area of Residential use on the Southern Area Plan and within Castletown's Conservation Area. As such the following policies are applicable:

General Policy 2 states: "Development which is in accordance with the land use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the space around them;

c) does not affect adversely the character of the surrounding landscape or townscape;

g) does not affect adversely the amenity of local residents or the character of the locality;

h) provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and manoeuvring space".

3.2 Environment Policy 35 states "Within Conservation Areas, the Department will permit only development which would preserve or enhance the character of appearance of the area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."

PLANNING HISTORY
4.1 Planning permission was sought and granted for the installation of replacement windows under PA 12/01653.

REPRESENTATIONS
5.1 There are no views on file at the time of writing.

ASSESSMENT
6.1 In some cases the installation of a flat roofed dormer such as is proposed here could have an unfortunate impact on the appearance of a property, and particularly within a Conservation Area where such impacts can often neither preserve nor enhance the appearance and character of the area.
6.2 However, in this case, the dormer will only be visible from the beach where the stones and surface are such that frequent use and visitation by the public is unlikely.
6.3 In this case also, there are projections on the properties on each side which will screen the proposed dormer. The lead treatment to the front and cheeks will assist the blending in of the dormer to the roof behind. As such, it is considered that the proposed dormer will not have an adverse impact on the character of the property or the area and that that character will be preserved as is required by EP 35.

PARTY STATUS 7.1The local authority, Castletown Town Commissioners are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the installation of a dormer as shown and described in drawings 1186.3, 1186.1, 1186.2, 1186.5,1186.4 and the location plan all received on 13th March, 2013.
