## Officer's Report

### The Site

1. The site is an approved plot within the developing Ballawattleworth estate situated between Derby/Poortown Road and QEII Secondary School. The plot in question is on the corner of the estate road which runs parallel with Derby/Poortown Road and is separated from the road by a row of dwellings - a mixture of house types including the Laurel which is the house type approved on this plot.

2. The Laurel type is a two storey rendered dwelling with attached garage. The approved plans show footprints of a rear patio/conservatory/extension which protrudes from the rear elevation but nothing was shown on the elevations of any rear extension.

### The Proposal

3. Proposed is the construction of a rear extension where the footprint of the conservatory/extension/patio was shown on the original plans. The extension will protrude 4m from the rear elevation and be 4.4m wide and 3.6m high, coming just under the cill level of the first floor bedroom window. There will remain 7m from the rear boundary and the rear boundary of the property to the rear is 10m from the rear of that property.

### Planning Status And Policy

4. The site lies within an area designated on the Peel Local Plan of 1989 as Predominantly Residential. As such, as the development has been permitted and is being implemented, the provisions of General Policy 2 are considered appropriate as follows:

"Development which is in accordance with the land use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the space around them;

c) does not affect adversely the character of the surrounding landscape or townscape;

g) does not affect adversely the amenity of local residents or the character of the locality;

h) provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and manoeuvring space;

i) does not have an adverse effect on road safety or traffic flows on the local highways."

## Planning History

6. Planning permission was granted for the development of this plot within a layout of 101 dwellings, under PA 10/00544. No further applications have been submitted for this plot.

## Representations

7. Peel Town Commissioners recommend that the application is approved.

## Assessment

8. The proposed extension is modest and will not adversely affect the appearance of the property, being finished and designed to match the character of the main dwelling and, as it is some distance from the boundary, and single storey, it is not likely that the extension will result in any adverse impact on the amenities of those in the property to the rear.

9. As such the proposal is considered to be acceptable and is recommended for approval.

## Party Status

10. The local authority, Peel Town Commissioners, is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.

**C 1.**
The development hereby permitted shall commence before the expiration of four years from the date of this notice.

**C 2.**
This permission relates to the alterations and extension shown in drawings 2197.LSR.01, 2197-LSR-02 received on 13th November, 2012 and 2197-LSR-03A and 2197-LP-01 both received on 20th November, 2012.
