### Officer's Report

#### The Site

1. The site is the curtilage of an existing three storey dwelling which is owned by the Department of Social Care and operated so as to provide care services on a residential basis. The property is a Victorian property with little in the way of embellishments of detailing, unlike the taller properties to the west. The property has a stack shared with number 2 to the east.

#### The Proposal

2. Proposed is the installation of a satellite dish on the rear pitch. The dish will be black and 430mm in diameter supported by a bracket which will raise the dish to slightly above the rear eaves level.

3. There are already two dishes on the front elevation (one on the chimney and the other on the facade) and dishes on the front facade of both properties on each side.

4. The rear elevation is partially visible from Glen Falcon Road to the north and through the gap between the convenience store on the corner of Glen Falcon Road and 1, Falcon Street.

#### Planning Status And Policy

5. The site lies within an area designated as Predominantly Residential on the Douglas Local Plan of 1998.

6. The site also lies within the Windsor Road Conservation Area. As such the following policy is considered to be applicable:

"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character of appearance of the area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development".

7. A replacement garage was approved under PA 94/1302.

#### Representations

8. Douglas Borough Council indicates that they do not oppose the application.

9. Whilst the site lies within a Conservation Area, the view of the proposed dish is across the rear and side of properties and is not considered a principal view which is worthy of protection. The dish will be visible but not prominent and it is not considered that the dish will provide a discordant feature which would be detrimental to the amenities or character of the Conservation Area of which the application site forms part. It is interesting that the Windsor Road Conservation Area Appraisal notes at paragraph 5.8 that “It is a typical approach that care and attention to detail were taken to a high level on major principal elevations but did not apply to the rear of buildings...some of the rear service lanes provide a confusing assortment of rear external alterations and editions [sic], walls of varying heights and materials, electricity poles, overhead lines and bins.”

10. As such the application is recommended for approval.

### Party Status

11. The local authority, Douglas Borough Council is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.
