Element of work - Planning statement to accompany application

The area for the proposed dwelling falls within an area that is currently zoned for residential use. (area 13 of the Local Plan) This has been further identified as “possible Infill” as there are 2 properties at the upper & lower ends of the zone – which faces Baldrine road.

The Site and the immediately adjacent agricultural land, is owned by the applicants’ family. The area outside the residential zoning will remain in the family ownership & continue to be farmed.

The zoned area is to be split into 3 plots (above the green lane) with a further smaller plot below the green lane.

The site subject to this application is the lower plot of the three, adjacent to the green lane to its south easterly boundary, as identified on the location & site plan drawings (PTA 86 – 02 & 03)

The field currently has access from the lower end of the green lane. It was considered to relocate this access up the green lane & has been discussed with the highways authority & the representative concerned over the green lanes. It has been agreed that the lane could be widened if required, but at this time the access to the upper field would remain through the field.

The Highways authority advised that a combined access (with that of this site and the site adjacent) would be preferable. This has been indicated on the proposal drawing – thus creating only 1 new access onto Baldrine road. The existing MEA poles are to.

There is a road gulley located on Baldrine road that at the time of application is blocked. The Highways authority has advised this would be cleared & a new grate be paced around a reconstructed & properly formed gulley outlet.

We are advised that this gulley links underground to a natural watercourse further down Packhorse lane (adjacent the Railway lines) & that this then discharges / continues further downstream eventually to the sea in Garwick Bay. It has been agreed that this could be used as surface water discharge from the plot & proposed dwelling. (Subject to the discharge being proven).

The Water & Sewerage department have confirmed that the manhole adjacent to the site could be used for the discharge of the foul drainage.

This addresses the drainage issues raised within the local area plan for the infill development along the Baldrine road shown as area 10.

The dwelling itself is to be set into the site so as not to be excessive in height, to minimise the impact to the properties to the north east of the site.

The existing traditional sod bank is to remain in place to the edge of Baldrine road, and the access point being the only area that this is altered.

This access is to be the first element of the works carried out to ensure that the construction traffic uses this access and not the lower corner from the Green lane.

The house is of a traditional style with the benefit of features such as a stone plinth at low level. It is also intended that the walls are painted render finish, with a feature band around the window openings. The roof finish is to be dark coloured concrete interlocking tiles.

The front area will have a selected paved finish to the drive area that will provide additional visitor off road parking, in addition to the 2 car garage indicated on the plan. The remainder of the external is to be laid to lawn with paved areas to the south / south west of the property.
