#### The Site

1. The application site is the curtilage of Moaney Moar Farm, Ballabooie Road, Cronk Y Voddy which is situated to the north eastern side of the Ballabooie Road. There are a number of existing outbuildings and there is extensive land within the farm holding.

#### The Proposal

2. The application seeks approval for the erection of an extension to the existing agricultural building. The extension would measure approximately 13.5m x 14m and would be at a height of approximately 5.9m, the gable end of the extension would have timber sliding doors, and one of the side elevations would be open sided. The extension would be constructed of natural grey single skin fibre cement with tantalised boarding on the gable end. Rooflights would be installed to match the existing.

3. There have been a number of previous applications for this site, including:

#### Development Plan Policies

4. The application site is within an area zoned as Area of High Landscape Value or Coastal Value and Scenic Significance identified on the 1982 Development Plan. It is appropriate to consider Environment Policy 15 of the Isle of Man Strategic Plan (20th June 2007).

5. Environment Policy 15

Where the Department is satisfied that there is an agricultural or horticultural need for a new building (including a dwelling), sufficient to outweigh the general policy against development in the countryside, and that the impact of this development including

buildings, accesses, servicing etc. is acceptable, such development must be sited as close as is practically possible to existing building groups and be appropriate in terms of scale, materials, colour, siting and form to ensure that all new developments are sympathetic to the landscape and built environment of which they will form a part.

Only in exceptional circumstances will buildings be permitted in exposed or isolated areas or close to public highways and in all such cases will be subject to appropriate landscaping. The nature and materials of construction must also be appropriate to the purposes for which it is intended.

Where new agricultural buildings are proposed next to or close to existing residential properties, care must be taken to ensure that there is no unacceptable adverse impact through any activity, although it must be borne in mind that many farming activities require buildings which are best sited, in landscape terms, close to existing building groups in the rural landscape.

### Consultations

6. Highways Division do not oppose as it has no adverse traffic management, parking or road safety implications.

### Assessment

7. The application seeks approval for the erection of an extension to an existing agricultural building. The main issues to consider in the assessment of the application are the scale, materials, colour, siting, form and justification.

8. The application form states that the extension is for a cattle fattening barn. There are a number of agricultural buildings on site which are being utilised and it is considered that there is agricultural justification for an extension to this building.

9. In terms of materials, colour and form the proposed extension would respect the existing building and would be in keeping with the existing design and use of materials.

10. The extension would be off the existing building and therefore in terms of siting it is considered that the proposed development would be in accordance with Environment Policy 15.

11. For the above reasons the application is considered to be acceptable and is recommended for approval.

### Party Status

12. The local authority, German Commissioners is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.

13. The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
