## Officer's Report

### Introduction

1. This application seeks permission for the installation of a door to replace a window in a warehouse. The application is considered to be acceptable and is recommended for approval.

### The Site

2. The application site is the curtilage of John Lancaster House, Main Road, Crosby which is a group of buildings with an established use as retail warehousing. The buildings are single storey and are of blockwork construction with a dash render.

### The Proposal

3. The application seeks approval for the installation of a fire door to replace an existing window in the front elevation. The door would be of uPVC construction.

### Planning History

4. The previous planning applications are not considered to be specifically material in the assessment of the current application. There are two separate current applications which are also being considered. PA 12/01366/D, Erection of roadside advertising signage, and PA 12/01367/C, Change of use from retail warehouse to self storage/document storage warehouse.

### Development Plan Policies

5. The application site is within an area zoned as High Landscape or Coastal Value and Scenic Significance identified on the 1982 Development Plan. Whilst the application site is not zoned for development the site has an established use as retail warehousing. Given the nature of the application it is appropriate to consider General Policy 2 of the Isle of Man Strategic Plan (20th June 2007).

6. General Policy 2

Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

a) Is in accordance with the design brief in the Area Plan where there is such a brief;

b) Respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; c) Does not affect adversely the character of the surrounding landscape or townscape; d) Does not adversely affect the protected wildlife or locally important habitats on the site or adjacent land, including water courses; e) Does not affect adversely public views of the sea; f) Incorporates where possible existing topography and landscape features, particularly trees and sod banks; g) Does not affect adversely the amenity of local residents or the character of the locality; h) Provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and manoeuvring space; i) Does not have an unacceptable effect on road safety or traffic flows on the local highways; j) Can be provided with all necessary services; k) Does not prejudice the use or development of adjoining land in accordance with the appropriate Area Plan; l) Is not on contaminated land or subject to unreasonable risk of erosion or flooding; m) Takes account of community and personal safety and security in the design of buildings and the spaces around them; and n) Is designed having due regard to best practice in reducing energy consumption.

7. Marown Commissioners have not commented

### Assessment

8. The application seeks approval for the installation of a door to replace an existing window. The door would be of the same materials as the existing windows.
9. It is considered that the proposed development would not adversely affect the character and appearance of the building or the site. It is also judged that the proposed development would not adversely affect the amenities of local residents.
10. For the above reasons the application is considered to be acceptable and is recommended for approval.

### Party Status

11. The local authority Marown Commissioners is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.
