# Committee Refusal Reason

## Reason for refusal (Plasma committee) As the application site is within countryside any assessment of the building is dependent on the effect on the character and appearance of the area and whether there is sufficient agricultural need to justify the building in the countryside. As such the development is deemed unacceptable by reason that: a) by virtue of its size, position and colour the building is readily visible both within its locality and from a distance resulting in a visually obtrusive form of development that is contrary to the interests of visual amenity; and b) as the training of dogs is not an agricultural activity there cannot be any agricultural justification to set aside the presumption against development in the countryside.
