## Officer's Report

### Introduction

1. This application seeks approval for the installation of replacement double doors to the front elevation. This application is considered to be acceptable and is in accordance with the relevant policies of the Isle of Man Strategic Plan.

### The Site

2. The application site is the curtilage of The Anchorage, Athol Park, Port Erin which is a three storey mid terrace town house with lower ground floor accommodation below. The site is situated to the southern side of the highway.

### The Proposal

3. The application seeks approval for the installation of replacement double doors in the front elevation. The proposed doors would be white uPVC which would leave the existing frame, fanlight and decorative mouldings in place.

### Planning History

4. There was a previous application in 1999 which was for the installation of replacement u PVC windows, this application was approved.

### Development Plan Policies

5. The application site is in an area zoned as "Predominantly Residential" identified on the Port Erin Local Plan 1990. On the Modified Draft Southern Area Plan the site is within an area zoned as "Predominantly Residential" and is also within the "Proposed Conservation Area". It is appropriate to consider General Policy 2 and Environment Policy 35 of the Isle of Man Strategic Plan (20th June 2007).

6. General Policy 2

Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

a) Is in accordance with the design brief in the Area Plan where there is such a brief; b) Respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; c) Does not affect adversely the character of the surrounding landscape or townscape; d) Does not adversely affect the protected wildlife or locally important habitats on the site or adjacent land, including water courses;

e) Does not affect adversely public views of the sea; f) Incorporates where possible existing topography and landscape features, particularly trees and sod banks; g) Does not affect adversely the amenity of local residents or the character of the locality; h) Provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and manoeuvring space; i) Does not have an unacceptable effect on road safety or traffic flows on the local highways; j) Can be provided with all necessary services; k) Does not prejudice the use or development of adjoining land in accordance with the appropriate Area Plan; l) Is not on contaminated land or subject to unreasonable risk of erosion or flooding; m) Takes account of community and personal safety and security in the design of buildings and the spaces around them; and n) Is designed having due regard to best practice in reducing energy consumption.

7. Environment Policy 35
Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development.

CONSULTATIONS
8. Port Erin Commissioners recommend approval.

ASSESSMENT
9. The application site is in an area zoned as "Predominantly Residential" and therefore the principle of development is acceptable.
10. The proposed doors would be similar in design and finish as the existing, whilst the replacement doors would have two panels below the glazed section as opposed to one panel it is considered that the proposed doors would be in keeping with the street scene and the proposed Conservation Area.
11. Whilst the existing doors appear to be constructed of timber, the majority of the other properties within this row have had uPVC doors installed. It is therefore considered that the proposed uPVC doors would not adversely affect the character and appearance of the proposed Conservation Area.
12. For the above reasons the application is considered to be acceptable and is recommended for approval.

PARTY STATUS
13. The local authority, Port Erin Commissioners is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.

C 2. This permission relates to the installation of replacement double doors to front elevation as shown in drawings Ref 1, Ref 2, Ref 3, Ref 4 and Ref 5 received 20th August 2012.
