## Officer's Report

### The Site

1. The site is the residential curtilage of an existing dwelling situated on the southern side of Mull View, a cul de sac of twelve properties situated on the eastern side of Main Road (A4) in the heart of Kirk Michael. The existing property is a modern dormer bungalow with a brown double Roman interlocking concrete tiled roof and grey dashed rendered walling. The property has a lean-to conservatory on the rear (southern) elevation. The ridge of the property runs north-south.

### The Proposal

2. Proposed is the blocking up of an existing window which wraps around the south western corner of the property and the introduction of a new door within this space. Also, the roof of the conservatory is to be replaced, changing this from a polycarbonate finish to waterproof felt.

### Planning Status And Policy

3. The site lies within an area designated as Predominantly Residential on the Kirk Michael Local Plan of 1994.

4. As such, there is a presumption in favour of development, as set out in the Strategic Plan as follows:

Paragraph 8.12.1 states "As a general policy, in built up areas not controlled by Conservation Area or Registered Building policies, there will be a general presumption in favour of extensions to existing property where such extensions would not have an adverse impact on either adjacent property or the surrounding area in general."

General Policy 2 states: "Development which is in accordance with the land use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the space around them; c) does not affect adversely the character of the surrounding landscape or townscape; g) does not affect adversely the amenity of local residents or the character of the locality".

5. Planning permission was sought and granted for the extension to the porch and alterations to the kitchen under PA 98/00146.

REPRESENTATIONS

6. Michael Commissioners indicate that they do not oppose the application.

## ASSESSMENT

7. The proposed works are very minor in scale and contained to a part of the building which is not publicly visible (although it should be noted that in the current application for development of housing under PA 12/00573 there is to be an area of public open space immediately behind the application site.

8. The proposed changes do not adversely affect the appearance or character of the property and will not result in any adverse impact on those in adjacent property.

## PARTY STATUS

9. The local authority, Michael Commissioners are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.
