The school is a large building encompassing older and modern elements and with a sports hall, tennis courts and playing fields within its curtilage. ### 2.0 The Proposal 2.1 The application seeks approval for the retention of portakabin to provide office/store/emergency base for synthetic pitch. 2.2 The proposal is to retain a portakabin adjacent to the synthetic pitch at the school. This portakabin was granted a temporary permission back in November 2003. The applicant considers it is desirable to have a permanent structure on the site. Due to funding requirements and access to term it may mean that it is sometime these plans come to any fruition. Therefore, the applicant is wishing for a further extension to the planning approval. ### 3.0 Planning History 3.1 The following planning applications are relevant for the determination of this application: Retention of existing portakabin adjacent to synthetic pitch - 07/01854/B - APPROVED:- "C 1. This permission relates to the siting of a portacabin in association with the use of the synthetic pitch for a period of four years from the date of this decision. The building must be removed from the site following the expiration of that period and the land restored to its former condition." Continued approval for the siting of a portacabin in association with synthetic pitch - 03/01308/B - APPROVED with the attached condition:- "C 1. This approval relates to the siting of a portacabin in association with the use of the synthetic pitch for a period of four years from the date of this decision. The building must be removed from the site following the expiration of that period and the land restored to its former condition." ### 4.0 Development Plan Policies [Table omitted in markdown export] 4.1 The application site is within an area zoned for "Education" identified on the Castletown Area Plan 2001. It is appropriate to consider Community Policy 5 of the Isle of Man Strategic Plan (20th June 2007) which states: 4.2 "Permission will generally be given for proposals to improve or extend existing schools and institutions of higher education and to build new schools, subject to their being sited and designed in accordance with the other policies of this plan, having particular regard to the potential for community use of the buildings and the associated Open Space." ### 5.0 Representations 5.1 Castletown Commissioners indicate that they have no objections to the application. ### 6.0 Assessment 6.1 The existing building is a very modest building which is not significantly apparent from the adjacent public highway (Farrant Park) given boundary treatment and levels differences between the site and highway. The portakabin is generally in a good state of repair. It is considered the retention of the portakabin for a further temporary period would not impact significantly on the visual amenities of the locality. ### 7.0 Recommendation 7.1 Overall, it is considered the proposal would comply with the Isle Of Man Strategic Plan therefore it is recommended that the application be approved. ### 8.0 Party Status 8.1 It is considered that the following meet the criteria of Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d) and should be afforded interested party status: Castletown Commissioners ### Conditions and Notes for Approval / Reasons and Notes for Refusal C : Conditions for approval N : Notes attached to conditions R : Reasons for refusal - : Notes attached to refusals C 1.
