In pursuance of his powers under the above Act and Order, the Minister for Infrastructure, does hereby **REFUSE** planning application 12/00619/C by Mr Stuart Blackley **for** Additional use of office space above garage as tourist living accommodation at Fo-Glion, Glen Rushen Road, Glen Maye, IM5 3BA for the following reason(s):

1. The proposal is contrary to Environment Policy 1 of the Isle of Man Strategic Plan 2007 in that it has not been demonstrated that there is an overriding national need in land use planning terms to justify setting aside this policy which requires the protection of the countryside for its own sake.

2. The proposal is contrary to Environment Policy 2 of the Isle of Man Strategic Plan 2007 in that the proposed development, if approved, would harm the character, appearance and landscape of the countryside and of the Area of High Landscape or Coastal Value and Scenic Significance within which policy designation/zoning the appeal site is located.

3. The proposal is contrary to Housing Policy 11(a) of the Isle of Man Strategic Plan 2007 in that it has not been established that the relevant part of the building proposed to be converted is redundant from its original use.

4. The proposal is contrary to Housing Policy 11(c) of the Isle of Man Strategic Plan 2007 in that the building proposed to be converted does not meet the policy test of being of architectural, historic or social interest.

5. The proposal is contrary to Business Polices 12 and 14 and General Policy 3 of the Isle of Man Strategic Plan 2007 in that the relevant part of the building to be converted to tourist use is not redundant from its original use.
