## Officer's Report

### Introduction

1. This application seeks permission for the alterations and erection of extension to a property in an area of High Landscape or Coastal Value and Scenic Significance. The application is considered to be acceptable and is in accordance with the relevant policies of the Isle of Man Strategic Plan.

### The Site

2. The application site is the curtilage of Close Mooar, Glen Darragh Road, Glen Vine which is a two storey detached property. The property is situated to the western side of the Glen Darragh Road with driveway and manoeuvring space. There is a large paddock also within the ownership of the applicant, this is to the southern side of the dwelling.

### The Proposal

3. The application seeks approval for the alterations and the erection of an extension to the property. The proposal includes some amendments to the previously approved scheme (09/01930/B). There would be an extension off the front elevation which would be finished with a pitched roof, there would be a glazed feature gable window in the gable end of the extension.

4. Also proposed is the erection of a corner porch off the front elevation of the extension and the side elevation of the main dwelling. The porch would curve around, part would be finished with Manx Stone and the remainder would be finished with painted render.

5. The amendments to the previously approved scheme relate to the length of the extension and also the design of the porch. The previously approved extension would be approximately 7.9m in length, the amended extension would measure approximately 8.8m in length.

6. The previous planning applications are considered to be specifically material in the assessment of the current application:

## Development Plan Policies

7. The application site is in an area zoned as "Area of High Landscape or Coastal Value and Scenic Significance" identified on the 1982 Development Order. It is appropriate to consider Housing Policy 16 of the Isle of Man Strategic Plan (20th June 2007).

8. Housing Policy 16

The extension of non-traditional dwellings or those of poor or inappropriate form will not generally be permitted where this would increase the impact of the building as viewed by the public.

## Consultations

9. Highways Division recommend approval as it has no adverse traffic management, parking or road safety implications.

10. Marown Commissioners have no objection to the application being approved.

## Assessment

11. The 2008 application was assessed under Housing Policy 15 of the Isle of Man Strategic Plan, which states:

The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally well permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally).

12. However at the appeal for that application the Inspector found that the proportion and form of the existing dwelling was not consistent with that of a traditional dwelling and should therefore be assessed under Housing Policy 16. At paragraph 14 of his report is read "I do not consider that in general massing they (the proposed extensions) would add to the impact of the building in a manner which would be harmful, even though the building would be visible".

13. It was considered that the 2009 application overcame the reasons for refusal of the 2008 application and was subsequently approved.

14. The 2009 application addressed the comments made by the Inspector and was a much improved design.

15. The current application includes amendments to the 2009 application which increases the length of the extension by approximately 1m and alters the design of the porch. It is considered that the overall extension and alterations would not have a harmful impact on the character and appearance of the building or the overall massing.

16. For the above reasons the application is considered to be acceptable and is recommended for approval.

## Party Status

17. The local authority, Marown Commissioners is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.

18. The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
