## Officer's Report

### Introduction

1. This application seeks permission for the installation of a replacement front door and surround in a mid terrace property in a residential area. The proposed development is considered to be acceptable and is recommended for approval.

### The Site

2. The application site is the curtilage of The Hawthorns, Droghadfayle Road, Port Erin which is a mid terrace two storey property which is situated to the north west of the highway.

3. There is a terrace of approximately twelve properties along this section of Droghadfayle Road, further down and on the opposite side of the highway there are a number of detached dwellings.

### The Proposal

4. The application seeks approval for the installation of a replacement front door with surround. The proposed door would be constructed of uPVC with uPVC infill panels either side.

### Planning History

5. A planning application in 2009 for the installation of replacement windows and rear door was permitted.

### Development Plan Policies

6. The application site is in an area zoned as "Predominantly Residential" identified on the Port Erin Local Plan. The site is also in an area which is part of the Proposed Conservation Area. It is appropriate to consider General Policy 2 and Environment Policy 35 of the Isle of Man Strategic Plan (20th June 2007).

7. General Policy 2

Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

a) Is in accordance with the design brief in the Area Plan where there is such a brief; b) Respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; c) Does not affect adversely the character of the surrounding landscape or townscape;

d) Does not adversely affect the protected wildlife or locally important habitats on the site or adjacent land, including water courses; e) Does not affect adversely public views of the sea; f) Incorporates where possible existing topography and landscape features, particularly trees and sod banks; g) Does not affect adversely the amenity of local residents or the character of the locality; h) Provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and manoeuvring space; i) Does not have an unacceptable effect on road safety or traffic flows on the local highways; j) Can be provided with all necessary services; k) Does not prejudice the use or development of adjoining land in accordance with the appropriate Area Plan; l) Is not on contaminated land or subject to unreasonable risk of erosion or flooding; m) Takes account of community and personal safety and security in the design of buildings and the spaces around them; and n) Is designed having due regard to best practice in reducing energy consumption.

### 8. Environment Policy 35

Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development.

### Consultations

9. Port Erin Commissioners recommend approval.

### Assessment

10. The application site is in a residential area and is also in the proposed Port Erin Conservation Area.
11. The application site is a mid terrace property, the majority of the terrace have had replacement windows and doors and the terrace has not retained much of its original character. The application site has had uPVC windows installed in the front elevation.
12. The application site whilst in the proposed Conservation Area does not represent a property which has retained its original features nor is it in need of preservation. Whilst the proposed door is not of a traditional design it is considered that it would not have a harmful impact on the property or the surrounding area.
13. It is considered that the replacement door would have a neutral impact to the character and appearance of the street scene.
14. For the above reasons the application is considered to be acceptable and is recommended for approval.

### Party Status

15. The local authority, Port Erin Commissioners is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the installation of replacement front door and surround as shown in drawings Ref 1, Ref 2, Ref 3 and Ref 4 received 13th March 2012.
