## Officer's Report

THIS APPLICATION IS REFERRED TO THE PLANNING COMMITTEE AS IT PROPOSES AN EXTENSION RESULTING IN A GREATER THAN 50% INCREASE IN FLOORSPACE AND IS RECOMMENDED FOR APPROVAL.

## The Application Site

1. The application site comprises the residential curtilage of a detached dwelling located on Willow Lane in the Eairy area of Marown.

## The Proposal

2. The planning application seeks planning approval for alterations and extensions to the dwelling. The proposed development comprises the addition of an L-shaped extension to create a dwelling with basically a rectangular footprint. The increase in floorspace from existing (100sqm.) to proposed (171sqm.) equates to a 71% increase. The proposal creates additional habitable accommodation within the dwelling.

## Planning History

3. The application site has been the subject of a number of previous planning applications, one of which is considered specifically material to the assessment of this current planning application:

Planning application 11/01759/B sought planning approval for the relocation of part of an existing stables/tack facility contained within the application site. The proposed development effectively changes the stable/tack facility from an L-shaped building to a linear building. This previous planning application was approved on the 31st January 2012.

## Planning Policy

4. In terms of land use designation the application site is not designated for any site specific purpose under the Isle of Man Planning Scheme (Development Plan) Provisional Order 1982.

5. In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this current planning application:

6. Housing Policy 16 states:

"The extension of non-traditional dwellings or those of poor or inappropriate form will not generally be permitted where this would increase the impact of the building as viewed by the public."

## Representations

7. Marown Parish Commissioners have no objections to the planning application.

8. The Department of Infrastructure Highways Division do not oppose the planning application.

## Assessment

9. As the dwelling is clearly of non-traditional form and design it is appropriate to assess the proposal against the provisions of Housing Policy 16 of the Isle of Man Strategic Plan 2007. The main consideration under this policy is whether the proposed extension would increase the impact of the building as viewed by the public. In this respect, the existing dwelling is not particularly prominent within the landscape, it is a small, single storey building that is screened by a combination of topography and mature planting. It is considered that even after the proposed extension the dwelling remains modest and that the relatively large percentage increase in floorspace does not equate to an overly large dwelling. As such, it is concluded that the increase in the size of the dwelling does not significantly increase the public impact of the building.

10. The proposal is not considered to affect any other obvious material planning consideration.

## Recommendation

11. It is recommended that the planning application be approved.
