## Officer's Report

### The Site

1. The site is the residential curtilage of an existing dwelling situated facing the sea in a line of detached properties which lie to the north of the A10 coast road which runs through Ballaugh Cronk between Ballaugh and Jurby. The dwelling is a modern shallow pitched, hipped roofed property with brown roof tiles and large windows which look out to sea. The property is higher than the road which runs in front, which goes on to the north past this site to "Far Horizon" where the road stops.

2. The road is characterised by a mixture of houses, almost all on the landward side of the road and each a little different from the next, some two storey and more traditional, others much more modern but lower profile. The density of development becomes less and the sites larger.

3. The road is very lightly trafficked, particularly the part to the north of the turn off to a small public car park which gives visitors access to the beach.

### The Proposal

4. Proposed is the increase in height of part of the existing dwelling - the left hand side as one looks at the property to provide an upper floor within a hipped roof with a pitched roofed dormer on the front and one on the rear pitch. The property will be increased by 1m in height.

### Planning Status And Policy

5. The site lies within an area designated on the Town and Country Planning (Development Plan) Order 1982 as Open Space of High Landscape Value and Scenic Significance.

6. As such the appropriate Strategic Plan policy to be applied is as follows:

"Housing Policy 16: "The extension of non-traditional dwellings or those of poor or inappropriate form will not generally be permitted where this would increase the impact of the building as viewed by the public."

### Planning History

7. The most recent planning application for this site is PA 11/01151 which proposed an upward extension of the property, similar to what is proposed in this most recent application, but with the whole roof being extended, a total increase in height of almost 6m. This was refused on the basis that the proposal would increase the impact of the dwelling as viewed by the public.

## Representations

8. Ballaugh Parish Commissioners indicate that they do not oppose the application.

## Assessment

9. Whilst the property will be increased in size, its impact will not be significantly increased and nowhere near as was proposed under PA 11/1151. and to the extent that the extension would be almost negligible. As such, it is considered that the proposal complies with the provisions of Housing Policy 16 and is recommended for approval.

## Party Status

10. The local authority, Ballaugh Parish Commissioners are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.
