## Officer's Report

### The Application Site

1. The application site comprises the residential curtilage of a detached dwelling located on Gordon Lane in Gordon, Patrick. The dwelling contained within the application site appears to be of traditional form but has been altered over time with more modern additions.

### The Proposal

2. The proposal comprises the installation of replacement windows within the dwelling.

### Planning History

3. Whilst the application site has been the subject of previous planning applications it is considered that none of these are specifically material to the assessment of this current planning application.

### Planning Policy

4. In terms of land use designation under the Isle of Man Planning Scheme (Development Plan) Provisional Order 1982 the application site is not designated for any site specific purpose. The site is located within a wider area of land that is classified as being of high landscape value or coastal value and scenic significance.

5. In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this current planning application. Housing Policy 15 states:

"The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally)."

### Representations

6. Patrick Parish Commissioners state they have no comment to make in respect of the planning application.

### Assessment

7. The planning application seeks planning approval for the installation of replacement windows within the dwelling. The proposed windows replace a mixture of casement and side opening windows with uPVC windows.

8. It is considered reasonable to conclude that the windows proposed to be replaced are not the dwelling's original windows. The proposed replacement windows would not significantly alter the existing appearance of the dwelling within the landscape and as such are concluded to be acceptable.

### Recommendation

9. It is recommended that the planning application be approved.
