## Officer's Report

### Description Of Application Site

1. The application site is the residential property of No.7 Avondale Road. The site is zoned as predominantly residential in the Onchan Local Plan. The site is not within a Conservation Area and nor is it a registered building.

### Proposal

2. The application is seeking planning permission to install uPVC replacement windows.

### Development Plan Policies

3. Within the adopted Isle of Man Strategic Plan 2007, the following policies are considered to be relevant in the determination of this application: General Policy 2,

4. Within the adopted Isle of Man Planning Scheme (Onchan Local Plan) Order 2000, it zones the application site as proposed predominantly residential. Policy O/RES/P/21 states that "Extensions and alterations to existing residential property will generally not be opposed where such proposals are appropriate in terms of scale, massing, design, appearance and impact on adjacent property."

### Relevant Planning History

5. The following previous planning applications are considered relevant in the assessment and determination of this application:

00/00794/B – Installation of uPVC windows to replace existing – granted 5th September 2000

93/00774/B – Construction of replacement garage and utility room – granted

### Representations

6. Onchan District Commissioners have recommended that the application be approved.

7. Highways Division of the Department of Infrastructure have not commented on the application

### Assessment

8. In respect of the impact on the visual amenities of the locality, the property already has uPVC windows installed in the front elevation of the dwelling. The proposed windows are similar in nature to the existing windows. The proposed works will have neutral effect on the visual amenities of the street scene.

## Conclusion

9. It is recommended that planning permission be granted subject to conditions.

## Party Status

10. The local authority [Onchan District Commissioners] are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered "interested persons" and as such should be afforded party status.

11. The Highways Division is part of the Department of Infrastructure of which the planning authority is part of. As such, the Highways Division cannot be afforded party status in this instance.
