### Officer's Report

#### The Application Site

1. The application site comprises the residential curtilage of and land adjoining a detached dwelling located on the western side of Glen Darragh Road in Glen Vine, Marown. The existing dwelling sits approximately centrally within the residential curtilage, with mature trees and hedges located around the boundary.

#### The Proposal

2. The proposal comprises the erection of a sun lounge extension with balcony over and an extension to an existing porch.

#### Planning History

3. The application site has been the subject of a number of previous planning applications, two of which are considered specifically material to the assessment of this current planning application.

4. Planning application 08/02194/B sought planning approval for the alteration and extension of the dwelling. This previous planning application was refused on the 23rd February 2009. A subsequent appeal against the refusal was dismissed by the Minister, in accordance with the recommendation of the appointed Planning Inspector, with the appeal refusal decision issued on the 21st July 2009.

5. Planning application 09/01930/B sought planning approval for the alteration and extension of the dwelling. This previous planning application was approved on the 25th January 2010.

#### Planning Policy

6. In terms of land use designation the application site is not designated for any site specific use under the Isle of Man Planning Scheme (Development Plan) Provisional Order 1982. The site is located within a wider area of land that is classified as being of high landscape or coastal value and scenic significance.

7. In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this current planning application. Housing Policy 15 states:
"The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally)."

REPRESENTATIONS

8. Marown Parish Commissioners have no objection to the planning application.

## ASSESSMENT

9. The planning application seeks planning approval for the erection of a sun lounge extension with balcony over and an extension to an existing porch. The proposed sun lounge extension is situated on the elevation furthest from Glen Darragh Road and the proposed porch extension on the opposing elevation closest to Glen Darragh Road.

10. The proposed sun lounge extension is considered to be modest in comparison to the overall scale and character of the existing dwelling. The proposal does not impinge on the development already permitted, but not yet constructed, under previous planning application 09/01930/B. In terms of Housing Policy 15 the proposal is considered to satisfactorily respect the proportion, form and appearance of the existing dwelling. By reason of distance and existing boundary screening it is considered that the proposed balcony should not unduly affect the private amenity of surrounding property.

11. The proposed porch extension is relatively minor development that is considered to have little impact on the proportion, form and appearance of the existing dwelling. As such, this element of the proposal is also concluded to satisfactorily accords with the provisions of Housing Policy 15.

12. The proposal does not affect highway safety or any other obvious material planning consideration.

RECOMMENDATION

13. It is recommended that the planning application be approved.
