### Officer's Report

#### The Site

The application site represents the residential curtilage of 16 Rhenwyllan Close, Port St. Mary. The dwelling is a modern two storey detached house located in a residential cul de sac in the northern part of the village.

#### The Proposal

Proposed is the installation of a doorway on the rear elevation to replace an existing window.

The existing window is to a utility room. It is located between the conservatory extension and the patio doors on the rear elevation. The existing window opening is 1.15 metres wide by 1.25 metres high. The proposed door opening would be 1.15 metres wide by 2.1 metres high. The proposed door would be in white upvc with a fixed glazed side panel.

In addition to the installation of the door, there would be two concrete steps in front of the door, which would match the existing steps to the patio doors on the rear.

#### Planning History

The following previous planning applications are considered relevant in the assessment and determination of this application:

### Development Plan Policies

The application site is located within an area designated as Proposed Predominantly Residential Use on the Isle of Man Development Order Plan 1982. The site is not located within a Conservation Area.

On the Modified Draft Area Plan for the South 2011 (Map no. 7), the site is located within an area designated as Predominantly Residential Use. The site is not located within the proposed Port St. Mary Conservation Area.

The relevant planning policy from the Isle of Man Strategic Plan 2007 is General Policy 2.

### General Policy 2 states:

"Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

- (a) is in accordance with the design brief in the Area Plan where there is such a brief;
- (b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them;
- (c) does not affect adversely the character of the surrounding landscape or townscape;
- (d) does not adversely affect the protected wildlife or locally important habitats on the site or adjacent land, including water courses;
- (e) does not affect adversely public views of the sea;
- (f) incorporates where possible existing topography and landscape features, particularly trees and sod banks;
- (g) does not affect adversely the amenity of local residents or the character of the locality;
- (h) provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and manoeuvring space;
- (i) does not have an unacceptable effect on road safety or traffic flows on the local highways;
- (j) can be provided with all necessary services;
- (k) does not prejudice the use or development of adjoining land in accordance with the appropriate Area Plan;
- (l) is not on contaminated land or subject to unreasonable risk of erosion or flooding;
- (m) takes account of community and personal safety and security in the design of buildings and the spaces around them; and
- (n) is designed having due regard to best practice in reducing energy consumption."

### Consultations

Port St. Mary Commissioners have no objections to the planning application.

### Assessment

The main issues in the assessment of this planning application are the impact on neighbouring properties and the impact on the surrounding area in general.

Impact on neighbouring properties:

The proposed doorway would replace an existing window and due to this, it is considered that there would be no adverse impacts on neighbouring properties in terms of loss of privacy.

Impact on the surrounding area in general:

The proposal would affect the rear elevation of the dwelling, rather than the front. The alteration is considered to be relatively minor in nature and not readily visible to the public, due to the view being screened by the existing conservatory. It is therefore considered that the proposal would not have an adverse impact on the surrounding area in general.

### Recommendation

For the above reasons, this proposal is considered to be acceptable and is recommended for approval.
