### Officer's Report

#### The Site

The application site is the curtilage of 8 – 12 Main Road, Onchan which is a two storey building with offices at ground floor level and two residential apartments at first floor level. The building adjoins 14 Main Road.

#### The Proposal

The application seeks approval for the installation of a window in the side elevation. The window would be uPVC and would match the other existing uPVC windows.

#### Planning History

The following previous planning application is considered specifically material in the assessment of the current application:

PA 10/00227/B  Erection of a replacement building to provide financial and professional services use at ground floor level and two residential apartments at first floor level – Permitted

#### Development Plan Policies

The application site is in an area zoned as “Mixed Use – Residential, Offices, Retail” identified on the Onchan Local Plan 2000. It is appropriate to consider General Policy 2 of the Isle of Man Strategic Plan (20th June 2007).

CONSULTATIONS

Highways Division has not commented

Onchan Commissioners recommend that the application be approved.

## ASSESSMENT

General Policy 2 requires that proposed developments do not adversely affect the character of the surrounding landscape or townscape. It also requires that proposed developments do not adversely affect the amenity of local residents or the character of the locality.

The window would be installed in the ground floor side elevation; it would not directly overlook any of the neighbouring properties, and would not have a harmful impact on the visual amenity of the locality.

It is considered that the proposed development would not have a harmful impact on the character and appearance of the building or the locality in general.

For the above reasons the application is considered to be acceptable and is recommended for approval.

## PARTY STATUS

The local authority, Onchan Commissioners is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
