### Officer's Report

#### The Site

The site is the residential curtilage of an existing dwelling, 105, Malew Street, a terraced two storey property adjacent to a vehicular entrance to the rear of the site. The property has a front door with canopy over, two vertically proportioned windows immediately to the right and three similar windows in the first floor looking out over Malew Street. The windows are casements and the door is a timber door with two gazed lights in the top two thirds.

#### Planning Status

The site lies within an area of Residential use on both the Castletown Local Plan of 1991 and the draft Southern Area plan of 2011. The site also lies within Castletown's Conservation Area.

#### The Proposal

Proposed is the replacement of the existing front door with a very similar door which has the appearance of a timber door but is composed of a combination of materials. The glazing pattern is very similar to that of the existing door.

#### Planning Policy

Environment Policy 35 states "Within Conservation Areas, the Department will permit only development which would preserve or enhance the character of appearance of the area, and will ensure that the special features contributing to the character and quality are protected against

inappropriate development." This echoes the advice of Planning Policy Statement 1/01 - Conservation of the Historic Environment of the Isle of Man.

### Planning History

Planning permission was sought and granted for the replacement of the existing windows under PA 02/1980. The dwelling, along with numbers 103, 107 and 109, was approved as new build under PA 89/0886.

### Assessment

The property is traditionally designed but is clearly newer than the older properties in the vicinity. As such, the existing casement windows and proposed composite door are not out of character or keeping with the area, nor do they conflict with EP 35 or the provisions of the Planning Policy Statement. As such the application is recommended for approval.

### Party Status

The local authority, Castletown Commissioners are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.
