## Planning Report And Recommendations [Table omitted in markdown export] Other alterations to the rear of the property include the widening of the existing door opening, which new French doors will then be installed, and to replace the lower ground floor uPVC French door with a painted timber French window. ### Planning History The previous planning applications are not considered to be specifically material in the assessment of the current application. ### Development Plan Policies The application site is in an area zoned as "Predominantly Residential" identified on the Douglas Local Plan 1998. It is also in the Woodbourne Road Conservation Area. It is appropriate to consider Planning Circular 1/98 and Environment Policy 35 of the Isle of Man Strategic Plan (20th June 2007). ### Consultations Highways Division has not commented Douglas Corporation has no objections ### Assessment Planning Circular 1/98 requires that replacement windows must have the same method of opening as the originals. Whatever the material used in their construction, the windows must have the same pattern and section of glazing bars and the same frame sections as the original windows. Environment Policy 35 requires proposed developments to preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development. By replacing the uPVC casement windows with timber sliding sash it is considered that this would significantly enhance the appearance and character of the property, which in turn would contribute towards the overall character and appearance of the Conservation Area. The rebuilding of the utility room would affect the frontage of the building as it would raise the height of the utility room when viewed from the front. The height of the utility room would be approximately 3m when rebuilt. It is considered that the alterations to the utility room would not have an unduly harmful impact on the character and appearance of the property. The other alterations are to the rear of the property which would not be highly visible from the public thoroughfare. It is judged that the alterations to the decked area would not significantly increase overlooking. For the above reasons the application is considered to be acceptable and is recommended for approval. ### Party Status The local authority, Douglas Corporation is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status. ### Recommendation Recommended Decision: Permitted Date of Recommendation: 22.07.2011 C : Conditions for approval N : Notes attached to conditions R : Reasons for refusal O : Notes attached to refusals C 1.
