13 acres black - The site is zoned within an area of Whitehall & Woodhall ung Tom Dev Plan-Order 1982. - Due to proposal & zoning EPI & GP3 are the relevant planning policies. - The first consideration the PA needs to undertake is the justification for any deal in the countryside, & whether the justification is sufficient to overcome the which would adversely affect the country. - The proposal would result in a large field entrance. The new road standing fronting the field gate would have a maximum width of 15.5meters & be set back 6 metres from the Highway. This would also require 10 metres of existing sod highway which all forms part of the attractive feature along the loop RD. - It should be this large access would serve...only a small average which is already served by an existing access. - The existing access is set back approx 5 metres from the highway & has Questions - What fields would be accessed by the proposal? - For 10 mentions Heavy machinery during winter months. Was this relating to machinery for the change works only? - Now the works have been undertaken is it reasonable that there could be less heavy vehicles during the winter periods. - Therefore with par 13, this less likely method would be par II spread onto existing lane? - How long does the Sowing process last? - Indicated field is grassland currently, do vehicles get this purpose? what of the outside type? - Machinery can fit in existing areas? - Generally, the field gates in the county/state of the size project? Are there any of the size proposal along the loop PD? - Par 25 for statement states that the closing off of field gate to field is 124005 with a real bank would have a total effect would be a net reduction of headpow of less than 10000. - Could you explain the working given the proposal closed date is approx 3m - If the proposal would lose 10m... 2 metres? - This is not possible headgrow? approx 4 meters which is a width similar to what the proposed access would be. - This access would remain - no condition could be attached to require a app to only use the prosal as this would not be enforceable. - It is acknowledged that the proposal would be a improvement in terms of providing visibility sprays. However, as indicated within the PA report the loop road is narrow - a substantial country lane were the width, alignment, rate of repair requires drivers to exercise great care. Consequently speeds of traffic are reduced as are the likelihood of road accidents. - 100 vehicle accidents in last 5 years further to north of - Overall, it was considered approval of a large, overengaged access as proposed does not significantly justify to overcome the significant visual impact upon the character & quality of the exact landscape in street scene within the country and which is an enclosed rural lane
