### Officer's Report

#### The Site

The application site is the curtilage of 11 Castle Street, Douglas which is a two storey end of terrace retail unit. The application site is situated to the western side of Castle Street.

#### The Proposal

The application seeks approval for the installation of a new shop front and entrance doors.

#### Planning History

The previous planning applications are not considered to be specifically material in the assessment of the current application.

#### Development Plan Policies

The application site is in an area zoned as "Predominantly Shopping" identified on the Douglas Local Plan 1998. It is appropriate to consider General Policy 2 of the Isle of Man Strategic Plan (20th June 2007).

#### Consultations

Douglas Corporation has no objection.

Highways Division do not oppose as it has no traffic management, parking or road safety implications.

## ASSESSMENT

General Policy 2 requires that proposed development does not affect adversely the character of the surrounding landscape or townscape.

The existing shop front is fairly traditional in character and appearance, the proposed shop front would be aluminium and glass and would be more modern in appearance and would be similar to a number of other shops in the street scene.

Although it is a loss of a fairly traditional shop front it is considered that this would not be detrimental to the overall character and appearance of the street scene which has a number of different shop fronts.

For the above reasons the application is considered to be acceptable and is recommended for approval.

## PARTY STATUS

The local authority, Douglas Corporation is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.

The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
