### Officer's Report

#### The Site

The site represents the curtilage of the detached single storey dwelling Glenview, Top Road, Crosby, Marown. The property is situated on the southern side of the road.

#### Planning Status

The site lies within an area designated as of an Area of High Landscape or Coastal Value and Scenic Significance on the Isle of Man Planning Scheme (Development Plan) Order 1982. Within the Strategic Plan, the following policy is judged to be relevant:

Housing Policy 16 - extension of non traditional rural dwellings (see Assessment section of report below).

The property has had approval for extensions under the following applications:

### The Proposal

This application proposes the construction of a single storey extension to the existing dwelling off the southern elevation. This would extend two existing bedrooms. The form of the roof and external materials of the extension would match those of the existing dwelling.

### Assessment

Housing Policy 16 of the Strategic Plan sets out the stance taken towards proposals to extend non-traditional rural dwellings. The policy states:

"The extension of non-traditional dwellings or those of poor or inappropriate form will not generally be permitted where this would increase the impact of the building as viewed by the public."

Within Paragraph 8.12.1 it is set out that "In the case of non-traditional properties, where these are of poor or unsympathetic appearance, extensions which would increase the impact of the property will generally not be acceptable."

The main issue to assess therefore is whether the proposed extension would increase the visibility of the dwelling as seen by the public. This requires a review of where the property can be viewed from publicly accessible areas. It is also relevant to consider whether the extension would be in-keeping with the existing dwelling.

A site visit identified that the rear of the property is not readily visible within the landscape due to its position, single storey height and planting around its periphery. It was observed that from public vantage points the building is not easily seen nor would it be if extended as proposed.

The extension would represent a continuation of the roof line and would be generally appropriate to the style and form of the existing building.

Permit

### Party Status

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

Marown Parish Commissioners

Accordingly the following parties are not granted Interested Party Status:

The Highways Division and the Planning Authority are both part of the Department of Infrastructure. As such, the Highways Division cannot be afforded Interested Party Status.
