## Planning Report And Recommendations [Table omitted in markdown export] ## Development Plan Policies The application site is located within an area designated as Predominantly Residential Use on the Douglas Local Plan Order 1998, Map No. 2 (South). The site is located within the Douglas (Selborne Drive) Conservation Area. The relevant planning policy from the Isle of Man Strategic Plan 2007 is Environment Policy 35, which states: "Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development." ## Consultations Douglas Corporation have no objection to the proposal. ## Representations No written responses have been received from the general public. ## Assessment In order to comply with Environment Policy 35 from the Isle of Man Strategic Plan, this proposal must preserve or enhance the character of the Conservation Area and ensure that any special features are retained. The Character Appraisal document for the Selborne Drive Conservation Area makes reference to the rendered elevations of properties in Selborne Drive:

3.17 "Materials tend to be smooth or rough-cast render, slate roofs which often feature prominent projecting gables over squared bays."

"There is some repetition of design features in the pairs of houses such as Edwardian sliding sash windows; curved eaves soffits; square bayed windows, some of which are framed with smooth-rendered banding; and rendered elevations."

The submitted photographs show that there are other properties in Selborne Drive which have been re-rendered and dashed. This proposal would be in keeping with these re-rendered dwellings.

Overall, it is considered that this proposal would have a neutral impact on the character of the Conservation Area, as the finished result would be similar to the existing. However, it is considered that the external window surrounds, cornicing and other mouldings are important features of this Conservation Area, as they have been designed to complement the style of buildings in the area. For this reason and for any avoidance of doubt, it is felt appropriate to attach a condition to ensure that these features are retained.

## Recommendation

For the above reasons, this proposal is considered to be acceptable and is recommended for approval, subject to conditions.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approval relates to re-rendering and dash works to dwelling, as shown in the A4 sheet with location and site plans, in addition to the A4 sheet of photographs, both date stamped 15 April 2011.

C 3. This approval is for re-rendering to the existing dash rendered surfaces only and does not include alterations to existing external window surrounds, cornicing or mouldings.

I confirm that this decision accords with the appropriate Government Circular delegating functions to the Director of Planning and Building Control / Senior Planning Officer.
