The property is situated to the north west of the promenade, and adjoins Mona Cottage and 1a Marathon Terrace. The property is currently vacant. ### The Proposal The application seeks approval for the erection of two signage boards with lighting above. One of the signs would measure approximately 4100x660mm (aluminium coated polyethylene) with acrylic lettering. The other sign would measure approximately 2240x670mm (aluminium coated polyethylene) with printed logo and acrylic lettering. The signage would be illuminated by five chromium finished spot lights. ### Planning History The previous planning applications are not considered to be specifically material in the assessment of the current application. ## Development Plan Policies The application site is within an area zoned as "Tourism/Residential" identified on the Douglas Local Plan 1998. It is also within the Douglas Promenades Conservation Area. It is appropriate to consider Environment Policy 35 and General Policy 6 of the Isle of Man Strategic Plan (20th June 2007). ## Consultations Douglas Corporation has no objections. Highways Division do not oppose as it has no adverse traffic management, parking or road safety implications. ## Assessment Given the nature of the application, it is appropriate to consider Environment Policy 35 of the Strategic Plan, which states: "Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development." It is also appropriate to consider General Policy 6, which states: "Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they: - (a) Are of a high standard of design and materials and relate well to the building and site on which they are to be displayed; - (b) Are in keeping with and do not detract from the surrounding area; and - (c) Are located so as not to cause a highway safety hazard." The application seeks approval for the erection of signage on the front elevation which would be illuminated. As mentioned earlier in the report, the application site is within the Douglas Promenades Conservation Area; it is considered that the proposed signage would not detract from the character of the property or the surrounding area in general. The proposed lighting would not have an unduly harmful impact on the character and appearance of the property and would be in keeping with the adjacent properties. In terms of the signage itself, it is considered to be of a high standard of design and the proposed materials appear to be of a high quality. The proposed signage would not result in causing a highways safety hazard as the application site already forms part of a terrace of existing shops which have a large amount of illuminated signage; it is considered that the proposed signage would not significantly alter the existing situation. For the above reasons the application is considered to be acceptable and is recommended for approval. ## Party Status The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status. The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part.
