### Officer's Report

#### The Site

The application site relates to the end-terrace residential property, 11 Mona Street, Peel. The site is located on the corner of Mona Street and Christian Street which is within the Peel Conservation Area.

#### The Proposal

This application seeks approval for the installation of a replacement front door. The existing door is timber but not original to the property. The applicant's agent has submitted a revised door proposal after concerns were raised by the case officer (see letter on file). The door now proposed would be of uPVC construction and would be black in colour with a white frame. The door would have a four panelled design with the upper panels being glazed. There would be a rectangular fanlight above the door.

#### Planning Status

The application site is located within an area identified as being mixed use by the Peel Local Plan and is also within the Peel Conservation Area. Within the Isle of Man Strategic Plan, the following policy is relevant in the assessment and determination of this application:

Environmental Policy 35, which states:

"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."

PLANNING HISTORY There have been no previous planning applications relating to this property. REPRESENTATIONS Peel Town Commissioners do not object to this application. The Department of Transport Highways Division does not object to this application.

## ASSESSMENT

The main issue to consider in the assessment of this application is whether the proposed door would preserve or enhance the character of the conservation area. Consideration should also be given to whether the proposal would result in the loss of any special features which contribute to this character.

The existing door is not original to the property and does not make a positive contribution to the street. It is therefore concluded that its replacement is acceptable in principle. The revised proposal is for a four panel coloured uPVC door with a white surround and fanlight. This is judged to be a more traditional and therefore more appropriate design of door for the property and the wider area. It follows that the proposal would represent the enhancement of the property in accordance with EP15.

RECOMMENDATION

Permit.

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

Peel Town Commissioners

The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
