### Officer's Report

### The Site

The application site is the curtilage of 113 Castlemona Avenue, Douglas which is a two storey mid terrace cottage, situated to the north western side of Castlemona Avenue. The application site adjoins 27 and 29 Castlemona Avenue.

### The Proposal

The application seeks approval for the installation for replacement windows in the front and rear elevations. Also proposed is the installation of a rear door. The existing windows are casements which do not contribute towards the character and appearance of the property. The replacement windows would be uPVC, they would be centre transom which would have a 50/50 split.

### Planning History

The previous planning applications are not considered to be specifically material in the assessment of the current application.

### Development Plan Policies

The application site is within an area zoned as "Predominantly Residential" identified on the Douglas Local Plan 1998. It is appropriate to consider Planning Circular 1/98.

## Assessment

Given the nature of the application it is appropriate to consider Planning Circular 1/98 which states: "In an individual building, or group of buildings, whose principal elevations are readily visible from a public thoroughfare, if the original windows are in place, it may be possible to repair and renovate them. This can take place without permission, and will be encouraged by the Department. If repair is impracticable, or existing windows are not the originals, the preference will be for replacement windows in the said principal elevations to have the same method of opening as the originals. Whatever the material used in their construction, the windows must have the same or similar pattern and section of glazing bars and the same or similar frame sections as the original windows."

The application seeks approval for the installation of replacement windows and rear door. The existing windows do not contribute towards the character and appearance of the property or the street scene in general. It is considered that the proposed windows would enhance the appearance of the property, given that the windows would have a 50/50 split, this would be similar to the glazing sections of sliding sash.

In terms of the replacement door to the rear of the property, given that the rear of the property is not highly visible from the public thoroughfare, it is judged that the replacement door would not have a significant impact on the character and appearance of the property or the surrounding area.

For the above reasons the application is considered to be acceptable and is recommended for approval.

### Party Status

The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.

The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
