### Officer's Report

#### The Site

The application site is the curtilage of the former Crosby Wholesalers, Main Road, Crosby. The site is occupied by a series of four single storey industrial style units which are situated towards the south western part of the site. There is a vehicular access from the main road. At present the units are vacant.

#### The Proposal

This application seeks approval for the re-roofing of the warehouse units. The roofs would be replaced along with guttering and down pipes. There would also be guard rails added.

#### Planning Status

The Development Plan document which shows land zoning for this area of the Island is the 1982 Development Plan. The resolution of the Plan is such that it is difficult to clearly identify the site however it would appear that the land is within a wider area of High Landscape Value.

Notwithstanding this, the site has been used in its current format for well in excess of 10 years and as such its lawful use is as a retail warehouse.

## Planning History

There are no previous applications considered relevant in the assessment and determination of this application.

### Representations

Marown Parish Commissioners do not object to this application. The Highways Division does not oppose this application. The Isle of Man Water and Sewerage Authority does not object to this application subject to there being no discharge of surface water to any foul drainage system(s). This is however controlled by the Sewerage Act 1999.

### Assessment

The proposed works are necessary to maintain the buildings and would represent an improvement to the existing situation.

### Recommendation

Permit.

### Party Status

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

Marown Parish Commissioners
Accordingly the following parties are not granted Interested Party Status:
The Isle of Man Water and Sewerage Authority
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approval relates to the re-roofing of warehouse units B, C and D(former Crosby Wholesalers) Main Road, Crosby, Marown as shown by P-01, P-02, P-03, P-04, P-05 and P-06 all received 11th December 2010.

I confirm that this decision accords with the appropriate Government Circular delegating functions to the Senior Planning Officer.
