### Reason(S) For Refusal:

1. The proposed development is dependent upon the outcome of PA10/00544/B which is yet to be determined. In the absence of a final decision on PA10/00544/B, it would be inappropriate to permit this application.

This decision was made by the Planning Committee constituted in accordance with Article 3(1) of the Town and Country Planning (Development Procedure) Order 2005.
