## Department Of Local Government And The Environment ### Memorandum To: Jennifer Chance From: Chris Balmer Subject: Condition Date: ### RE:- Creation of a civic amenity site with site road and roundabout - Field 130136 \& 134028, Balladoole Farm, Bride Road, Ramsey -10/01159/B The following conditions were attached to the approval:- ### Condition 3 "A Construction Environmental Management Plan ("CEMP") for the construction phase of the site development will be produced and submitted to the Planning Authority (prior to commencement of construction). Site construction shall not commence until the CEMP shall be approved in writing by the Planning Authority." ### Condition 5 "(1) No development shall take place until full details of a Landscaping scheme ("LS") are produced, submitted and approved by the Planning Authority (prior to commencement of development of any landscape and any visual mitigation measures); (2) All planting will be carried out in accordance with the approved details contained in the LS in the next available planting season; (3) A Schedule of Maintenance Operations will be agreed with the Planning Authority together with details of an appropriately qualified contractor relevant to any planting undertaken in accordance with the conditions 5(1) and 5(2) to ensure that the design envisaged is realised; this will include replacement and management of any planting undertaken as appropriate and required to realise the design objectives." The applicant has submitted the relevant Environmental Management Plan and a Landscaping Scheme in accordance with the above conditions. The Planning Authority has passed the details onto DEFA for their comments regarding the potential environmental impacts of the development. Their main concern related to the clearance of the hedgerows, which if done at the incorrect time of year could have impacted upon bird habitats. However, the applicants had discussed this issue with DEFA prior to the submission and agreed that clearance should only take place between August and March. Further issues to minimise the noise, impacts upon water courses, mud and dust during the construction stage have been identified (also indicated during the application stage) with solutions for each occurrence, to prevent any adverse impacts to the amenities of the area. The Environmental Protection Officer has also considered the scheme an has no objection. The landscaping plan is very detailed, which also included a sectional drawing showing the height of planting in the year of planting and in 20 years time. It should be noted that a variety of different tree heights are proposed. The tallest (nurse species trees) have a height of between 1.75m and 3m. These are to give instance screening of the site. Either side of this type of tree planting are native woodland planting, which varies in height between 400mmm and 1000mm. It is proposed through maintenance of the landscaping, that overtime this woodland planting will be the main type of screening of the site, as the nurse species trees will be thinned/removed between years 10 and 20 to allow space and light for the emerging woodland trees. A detailed Schedule of Maintenance Operations has also been submitted which propose to ensure the long term future of the landscaping, maintain dense planting in visually sensitive areas, enhance nature conservation value, and to ensure safety and security. This landscaping scheme is considered appropriate and acceptable to help limit the visual appearance of the Civic Amenity site in the short and long term. It is therefore considered the submitted information for the conditions are acceptable and it is recommended the conditions be signed off.
