# Officer Planning Report Recommendation

## Planning Report And Recommendations [Table omitted in markdown export] ### Considerations [Table omitted in markdown export] ### Written Representations ### Consultations [Table omitted in markdown export] [Table omitted in markdown export]

### Officer's Report

#### The Site

The application site represents the curtilage of Arrasey Barn, Arrasey Road, Glen Maye, Patrick. The detached building has been converted from a disused stone barn to a residential dwelling (see planning history below). The building is situated to the west of the road and to the north of Eairy Farm.

#### Planning Status

The application site is located within an area identified as being of High Landscape or Coastal Value and Scenic Significance by the 1982 Development Order. Within the adopted Isle of Man Strategic Plan 2007, the following policy is considered relevant in the assessment and determination of this application:

Housing Policy 11, which states:

"Conversion of existing rural buildings into dwellings may be permitted, but only where:
- (a) redundancy for the original use can be established;
- (b) the building is substantially intact and structurally capable of renovation;
- (c) the building is of architectural, historic, or social interest;

- (d) the building is large enough to form a satisfactory dwelling, either as it stands or with modest, subordinate extension which does not affect adversely the character or interest of the building;
- (e) residential use would not be incompatible with adjoining established uses or, where appropriate, land-use zonings on the area plan; and
- (f) the building is or can be provided with satisfactory services without unreasonable public expenditure. Such conversion must:
- (a) where practicable and desirable, re-establish the original appearance of the building; and
- (b) use the same materials as those in the existing building. Permission will not be given for the rebuilding of ruins or the erection of replacement buildings of similar, or even identical, form. Further extension of converted rural buildings will not usually be permitted, since this would lead to loss or reduction of the original interest and character."

## Planning History

The following previous planning applications are considered relevant in the assessment and determination of this application:

PA 99/01588/B sought approval for the conversion of the barn. This was approved 4th February 2000.

PA 05/02066/B sought approval to extend the barn to provide additional living accommodation. This application was refused. Reason 2 of the refusal stated: "The proposed extension will add significantly to the length, bulk and massing of the existing building, creating a very long building which is inappropriate and changes the appearance of the existing structure."

### Representations

Patrick Parish Commissioners have commented on this application but do not oppose it. The Department of Transport Highways Division does not oppose this application. We have received no privately written representations in relation to this planning application.

### The Proposal

This application seeks approval for the erection of two single storey flat roof extensions to the western side of the barn. These would provide an additional bedroom and an entrance porch. The roofs of the extensions would be turfed and the form of both extensions would be modern although the materials used would match the existing building. The bedroom extension would be constructed from stone and would have a turfed roof with a glass lantern light. The porch would be timber and would also have a turfed roof. A raised paved area would be constructed between the two proposed extensions.

### Assessment

The proposed extensions would be relatively modest in terms of scale and the combination of flat turfed roofs would act to minimise the impact of the extensions. The development would be confined to the western elevation of the building and as such views from the highway would be limited.

Housing Policy 11of the Isle of Man Strategic Plan 2007 Plan makes provision for subordinate extensions to converted rural buildings where these do not affect adversely the character or interest of the building. However the policy also states that the further extension of converted rural buildings will not usually be permitted, since this would lead to loss or reduction of the original interest and character. It is judged that, as the extensions would not alter the height or outline form of the original barns, and have been designed so as to be a modern contrast to the original barn, the extensions would be acceptable. This view is based on the design and location of the extensions and

the fact that the site is relatively remote. It should be made clear that it is highly unlikely that any further extensions to this property would be supported by the planning authority.

On balance it is recommended that in this particular case, the proposed extensions would be acceptable as they would not reduce the original character of the building.

## Recommendation

It is recommended that the application be permitted.

### Party Status

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:
