### Officer's Report

#### The Site

The site represents the residential curtilage of Knock Rushen House, an existing substantial dwelling which sits at the southern end of Scarlett Road, at the edge of Castletown on the way to Scarlett.

#### Planning Status

The site lies within an area designated on the Castletown Local Plan as partly Woodland partly Residential. On the draft Castletown Area Plan the site lies within an area of Residential use.

#### Planning History

The site has been the subject of a number of applications:

- PA 02/1715 - approval in principle for erection of building comprising nine apartments with associated parking - refused
- PA 03/0597 - approval in principle for erection of two dwellings - refused
- PA 04/1405 - approval in principle for the extension and conversion of existing building to 12 apartments - refused
- PA 04/2404 - approval in principle for the conversion of the existing into 12 apartments - refused
- PA 05/1129 - approval in principle to convert existing building to 6 residential units - refused

Planning permission has also recently been granted for the installation of new access gates and alterations to windows under PA 06/0729.

PA 00/1697 - installation of replacement windows - permitted PA 01/0783 - erection of children's play equipment - permitted PA 01/0811 - widening of driveway - permitted PA 01/2441 - erection of greenhouse - permitted PA 05/0158 - erection of a garden wall - permitted.

### The Proposal

At the rear of the property there is the kitchen and the windows presently serving this room have relatively low cills, in keeping with the remainder of the house. Proposed is the replacement of the windows with ones will higher cill levels to better accommodate the kitchen units. Whilst this will make these windows look a little different from the remainder in the property, they are at the rear and there will be no adverse visual impact as a result.

### Assessment

This proposal is acceptable.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
