Site

The dwelling Ballakinnag Cottage, Shore Road, Ballaugh, is a two storey detached property (currently under construction) which is located on the eastern side of the Shore Road and is northwest of The Cronk.

Land Use Zoning / Policy

The property has been zoned within the Isle of Man Development Plan Order 1982 as being within an area of high landscape value.

Proposal

The application proposes the removal of condition 9 of 02/02581/B for the installation of white UPVC windows and doors.

Representations

Highways Division Do not oppose:-
The development will not generate significant volumes of additional traffic.

Ballaugh Parish Commissioners:-
No objection

We have received no privately written representations objecting to the application.

Assessment / recommendation

Issues to be considered with the application include:-
- (A) Visual appearance.

Visual appearance

As the site is within a high landscape value extra consideration must be undertaken to ensure the impact of the proposal will not have a detrimental impact to the detriment of the surrounding area.

A number if not all the properties along the Shore Road have installed uPVC windows and due to the coastal location and exposure to extreme weather, I consider the installation of uPVC to be acceptable. However I consider the majority of windows on the southwest and southeast elevations to be sliding sash windows.

For the reasons stated above the proposals would seem appropriate in these locations and therefore my recommendation is for an approval.

I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:

C 1.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approval relates to the submitted documents and drawings 06 0012 01 REV A and 2588/2 all received on 30th November 2006.

C 3.
All windows must be sliding sash on the following elevations:
a) south western and north western elevations of main house.
b) central dormer window on garage block and lower windows on south eastern elevation of garage block.
c) south western elevation of the link.
d) three dormers windows on south west elevation of main house.

C 4. The first floor window on the north western elevation of the rear extension must be fitted with obscured glass.

I confirm that this decision accords with Government Circular Nos 44/05 (Delegation of Functions to Director of Planning and Building Control) and 47/05 (Delegation of Functions to Senior Planning Officer)
