Following the refusal at Appeal of the previous application No. 05/01307/B we have sought to address points Nos. 24 – 28 of the Inspector’s Assessment and conclusions as follows.

1. Car Parking:

Meetings have been held with the immediate neighbour, Mr & Mrs B Frost and also with Mr D Sewell of the Department of Transport. With the reduction in size of the development it was agreed an appropriate number of spaces was 4 or 1 per bedroom. Following the discussion with Mr Frost the spaces have been formed with access from the side lane. This restricts access to the rear area, leaving the existing retaining wall in place. This space can therefore be used for additional parking for all residents of the area.

2. Access Lane:

In realigning the car parking as described above a “draw-in” position is created, although still part of the curtilage it will be for use of all neighbours and will be demarcated by contrasting paving. This “draw-in” area will allow 2 vehicles to pass thereby substantially shortening the existing lane.

3. Size:

The previous proposal was to demolish the rear outlet area and re-build. In response to the Inspector’s comments and our discussions with Mr & Mrs Frost, the present proposal is for completely retaining the existing building and refurbishing it. The height of the lean-to roof at the rear has been carefully measured and exactly reproduced. There is now therefore no alteration to the length and height of the building.

4. Inspector’s Comment No. 28:

In re-assessing the car parking a space has been created adjacent to the rear outlet. Mindful of the Inspector’s comment (No. 28) the living and bedroom areas to the outlet have been reversed and therefore good views are now possible from the Living Room on the first floor.

We believe that significant changes have been made to the previous applications and having discussed this in detail with the immediate neighbour also believe that the application addresses both their and the Inspector’s concerns.
