### Officer's Report

#### The Site

The site represents the curtilage of a former church hall situated on the southern side of Gellings Avenue within Port St. Mary. The site has to its north east public toilets and garages: to the rear if the Port Str. Mary Baptist Church and associated car park and opposite and to the south west are existing houses. Those directly opposite the site were approved and built relatively recently (PA 98/1877).

#### Planning Status

The site lies within an area of Residential use on the Isle of Man Planning Scheme (Development Plan Order) 1982. In the Port St. Mary Plan which emerged as far as a public inquiry but was not progressed to Tynwald the site falls within an area of Mixed Use where residential, Industry, Offices or Retail would be considered an acceptable land use.

#### Planning History

Previously, planning permission was sought and granted for the change of use of the site from a hall to a food processing facility (ready frozen meals) under PA's 94/0190 and 94/0895. More recently planning permission has been granted for the erection of apartment building accommodating 15 units under PA 05/92112 which was permitted and then modified under PA 06/0657.

## The Proposal

Now proposed is a further modification in the form of the replacement of the existing stone wall at the rear of the site with a timber fence. This will be stepped down across the site and a space left for access to the car park to the rear. The fence will be no higher at the higher end than the existing stone wall running along The Cronk Road and is the same height as the stone wall at the lower end of the site.

This will provide enhanced privacy for the occupants of the ground floor of the new building.
