### Officer's Report

#### The Site

The site represents the residential curtilage of an existing dwelling situated on the northern side of the Castletown Road just to the west of the Four Roads roundabout. The site accommodates a detached dwelling with garage and side garden/yard. To the rear (north) is the Southern Elderly Persons' Complex (Southlands): to the east is a smithy and across the road to the south is existing residential accommodation.

#### Planning Status

The site lies within an area of Open Space on the Isle of Man Planning Scheme (Development Plan) Order 1982 and as Residential use on the draft Port St. Mary Area Plan (2001).

#### Planning History

The following applications have been submitted in respect of the site:

PA 85/0689 - alterations to roof to give increased height to first floor bathroom and bedroom - permitted PA 91/0444 - construction of rear kitchen extension - permitted PA 99/1078 - extension to dwelling including double garage - permitted.

#### The Proposal

Now proposed is the replacement of the existing ground floor windows. The windows are presently plastic framed bow windows on the ground floor with bottom three fifths opening casements and fixed top light in the upper two windows. The proposed windows will be flat not bowed and with the central section sliding up and down and the two side lights fixed.

### Assessment

This is a much more appropriate and attractive form of glazing than the existing and should be encouraged.

### Party Status

Port St. Mary Commissioners is a statutory authority and as such should be afforded party status in this instance.
