### Officer's Report

#### The Site

The site represents a recently developed site located towards the eastern end of Stanley Mount, close to its junction with Circular Road.

#### Planning Status And Relevant Policies

The site is within an area designated as Mixed Use on the Peel Local Plan which was adopted by Tynwald in 1989. The site also falls within Peel’s Conservation Area.

#### Planning History

Planning permission was recently granted for the demolition of the garaging which was previously on the site and its replacement with town houses with garaging beneath (PA 05/1016).

#### The Proposal

Now proposed is an amendment to the approved scheme. The amendments take the form of a rearward extension of the first floor level, alteration to the dormer detail at second floor level and

omission of the pedestrian access from Stanley Mount to the rear yard. Such access is now through the garages only. I see no need for a further access. The garages are now wider internally.

### Representations

Peel Town Commissioners raise no objection to the application

### Assessment

The proposal changes the rear and side elevations, neither of which are public visible to any great extent. The changes do not adversely affect the amenities of adjoining residents. The internal changes make the garages more easy to use and the removal of the formerly proposed pedestrian door on the front elevation is possibly an improvement.

### Party Status

Peel Town Commissioners are statutory authorities and as such should be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the demolition of the existing garage and erection of two dwellings and garaging as shown in drawing reference 43/01/02A received on 10th February, 2006.

C 3. The new windows must be sliding sash, framed either in timber, aluminium or plastic. Prior to the installation of any of the windows, sectional details showing the profile of the frame and glazing bars must be approved by the Planning Authority.

I confirm that this decision accords with Government Circular Nos 44/05 (Delegation of Functions to Director of Planning and Building Control) and 47/05 (Delegation of Functions to Senior Planning Officer)
