### Description Of Application Site
- The application site is Woodlands Cottage, Lezayre Road, Glen Tramman
- The site is located in an area not zoned for development
- To the west of the application site is the property of Long Acre
- To the east of the site is a field
- To the south of the application site is the public highway of Lezayre Road

### Proposal
- The proposal is to allow the additional use of the cottage annexe as self catering tourist accommodation

### Relevant Planning History
- 04/01478/B - Erection of two storey extension on north west elevation – granted 10.09.2004
- 04/00708/B - Erection of a detached triple garage to replace existing single garage – granted 20.05.2004
- 97/00936/B - Alterations and extensions to dwelling – granted 09.10.1997

- Representations have been received from the Registration and Grading Commission who support the application
- IoMWA – regarding the change in supply the applicant should contact the Byelaws Inspector
- IoM Fire and Rescue Service regarding the installation of smoke detectors.

### Issues
- The proposed additional use of the cottage annexe as a self catering accommodation would not run simultaneously with the residential use. I do not see any difference in the intensity of use between a cottage annexe and a tourist accommodation unit.
- There is sufficient parking within the site to accommodate the parking needs of the development. Furthermore, Highways has indicated that the use of cottage annexe as tourist facilities will not generate any additional traffic.
- The nearest residential property to the application site is Long Acres which is set to the west of the application site. There is an approximately 30m gap between the properties. I do not consider this proposal will adversely affect the residential amenity of the adjoining property due to the sufficient distance between the properties and the intensity of use will not materially change.

### Conclusion
I therefore recommend that permission be granted subject to conditions in the attached schedule.

### Party Status
I consider that the following should be granted party status due to them being a Statutory Consultee:

- Lezayre Parish Commissioners; and
- The Department of Transport - Highways Division.

I consider that the following do not meet the criteria of Government Circular 1/06 and should not be afforded interested party status:

- Registration and Grading Commission;
- IoMWA
- IoM Fire and Rescue Service

**C 1.**
The development hereby permitted shall commence before the expiration of four years from the date of this notice.

**C 2.**
This permission relates to the additional use of the cottage annexe as tourist accommodation as shown in drawing numbers 1942/4 and 1942/3 Rev A date stamped 25th November 2005.

**C 3.**
The building shall be used either for cottage annexe or for tourist purposes. The tourist use must be taken up within 4 years of the date of this notice in order for this use to remain valid after that time.

**N.**
The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.

**N.**
For a change in the water supply to a premises (domestic or commercial) the applicant should contact the Isle of Man Water Authority Byelaws Inspector (Les Quayle), telephone 695957.

I confirm that this decision accords with Government Circular No 57/01 (Delegation of Functions to Director of Planning and Building Control).
